Delaware Man Arrested After Police Find Firearms, Attack Plan on University

A 25-year-old Delaware man, Luqmaan Khan, was arrested after police found firearms, ammunition, tactical gear, and a notebook with plans for an attack on the University of Delaware. Police stopped Khan during suspicious hours while he was driving a white Toyota Tacoma in Canby Park West. He refused to exit and resisted arrest. After detaining him, officers searched his vehicle and found a loaded Glock .357 handgun, a micro conversion kit for the Glock, four loaded 27-round extended magazines, ballistic body armor, binoculars, a laptop, and a composition notebook. The notebook contained handwritten plans about using weapons and evading law enforcement after an attack. It also referenced a member of the University of Delaware Police Department by name and showed a building marked “UD Police Station” with entry and exit points.
Last Tuesday, investigators searched Khan’s home in Wilmington, North Carolina. They found more weapons, including a Glock 9mm handgun with an illegal machine gun conversion device, hollow-point ammo, a .556 rifle with scope and red dot sight, and additional ammunition. They also found a tactical ballistic vest with two plates.
University officials confirmed Khan was an undergraduate student. Interim president Laura Carlson said, “The University has temporarily separated the student from the University, including a ban from all UD campuses while legal matters are being resolved. We have been working closely with law enforcement throughout this matter and are sharing this information with you now that we have been cleared to do so. There are no known or immediate threats to the University of Delaware community. However, the press release describes evidence of a plan that targeted the University of Delaware Police Department. This is frightening to all of us.”
Khan was taken to New Castle County Police Headquarters. He faces charges including resisting arrest, carrying a concealed deadly weapon, and other weapon violations. He was arraigned on $107,200 cash bail and has been handed over to the FBI for possible further charges.
