Delhi-NCR is facing its worst air pollution yet. On December 18, 2025, the Centre implemented Stage IV of the Graded Response Action Plan (GRAP). This is the strictest pollution control level for the region. Key restrictions include: - 50% of employees must work from home in all government and private offices. - Vehicles below Bharat Stage VI emission norms cannot enter Delhi. - Entry of non-Delhi light commercial vehicles is banned except electric, CNG, or BS-VI diesel. - Vehicles without a valid Pollution Under Control (PUC) certificate cannot refuel. - Construction and demolition activities are completely stopped, including public projects like roads and flyovers. - Schools in Delhi must run hybrid classes (both online and physical) for all classes from primary to XI. The air quality index (AQI) on Thursday was recorded at 358, in the 'very poor' category. Authorities warned tougher measures might follow, including closure of colleges, banning non-essential businesses, or odd-even vehicle rules. Emergency services such as hospitals, fire services, public transport, and electricity departments are exempt from vehicle restrictions and WFH rules. Labour and Employment Minister Kapil Mishra announced a one-time ₹10,000 compensation to over 2.5 lakh construction workers affected by the building bans under stages III and IV. Delhi and the Centre are taking firm steps to fight the severe pollution and protect public health as winter smog worsens.
