J&K Court Issues Proclamation Notice to Dr. Muzaffar Rather in Red Fort Bomber Case

On December 13, 2025, a Jammu and Kashmir court issued a proclamation notice against Dr. Muzaffar Ahmad Rather from Kulgam. Dr. Rather is the brother of Dr. Adeel Rather, arrested after an AK-47 rifle was found in his locker at a Valley hospital. The court ordered Dr. Muzaffar to "appear before the court on January 28, 2026 at 10:00 a.m. sharp to answer the complaint". Despite warrants, Dr. Rather could not be found, forcing the court to act under the Bharatiya Nagarik Suraksha Sanhita (BNSS). The notice was posted at his home in Wanpora village, Qazigund.
The investigation intensified after the November 10 blast near Red Fort that killed 15 civilians. Officials say Dr. Muzaffar had left for Dubai earlier this year and might have moved on since. Both brothers are linked to Dr. Umar Nabi from Pulwama, the driver of the car used in the Red Fort attack. Dr. Adeel Rather was arrested after Jaish-e-Muhammad posters appeared in Srinagar’s Nowgam in October. Then, on November 7, police recovered the AK-47 rifle from his locker at Anantnag Medical College, where he worked until October 24, 2024.
J&K Police also issued a Red Corner Notice against Dr. Adeel Rather. The case continues to unfold as authorities probe possible terror network connections.
