Telecoms Clash with Adani Over Navi Mumbai Airport's Network Charges and RoW Denial

Telecom companies are locked in a dispute with the Adani Group over telecom infrastructure at Navi Mumbai International Airport. They have accused the airport operator of creating 'monopolistic arrangements' by refusing to grant 'right of way' (RoW) for cellular services. Instead, the airport has installed its own in-building network system and charges telecom operators exorbitantly to use it. The Cellular Operators’ Association of India (COAI) has appealed to the Department of Telecommunication to intervene. A sign at the airport recently informed passengers that signals from Airtel, Vodafone, and Jio might be unavailable, recommending airport Wi-Fi instead. The airport operator argued that due to security concerns and the need for maintenance, managing the network themselves ensured uninterrupted connectivity. COAI said the charges demanded were nearly ₹92 lakh per month per operator, totaling approximately ₹44.16 crore annually for four operators. These fees far exceed the cost of building independent networks. COAI also said that as a public entity under new telecom laws, the airport must grant RoW permission fairly and promptly. It accused the airport of unfairly granting itself exclusive rights, which hampers competition and consumer choice. Shiv Sena UBT MP Priyanka Chaturvedi criticized the move on social media, calling it the work of a 'profit mafia' and questioned if government agencies are ensuring passenger convenience. The Adani Airport Holding Limited operates eight airports with 90 million annual passengers. It has recently faced criticism over alleged forced evictions and high parking fees at Mumbai airport. The International Air Transport Association (IATA) also urged that passenger airlines should not be forced to shift operations to the new Navi Mumbai airport.
