The Second Karnataka Administrative Reforms Commission has recommended a One-Time Settlement (OTS) to recover more than ₹700 crore in loans given by the Minorities Development Corporation from 2013 to 2018. So far, only ₹86 crore has been recovered out of ₹714.28 crore principal and ₹14.31 crore interest. The commission noted recovery got tough due to migration, marriage, and job changes. It suggests offering OTS with a deadline and discounts. The report was submitted on Tuesday by the commission headed by veteran Congress leader R.V. Deshpande. To support about 259 private goshalas managing 35,000 cattle, the commission recommended increasing financial aid. Currently, ₹17.50 per cattle per day is given, but the need is ₹40. This means an additional ₹51.10 crore is required beyond the ₹4 crore budget allocation for 2025-26. For promoting Kannada, the panel proposed merging Kannada Development Authority, Kuvempu Bhasha Bharathi Authority, and Kannada Pusthaka Authority into one apex body. This aims to cut costs and avoid overlap. It also suggested a common calendar for state cultural events and reviewing artist pensions to stop ineligible payouts. The commission highlighted huge staff shortages across Karnataka government departments with 36% vacant posts. School Education alone has 79,000 vacancies out of 2.84 lakh posts. Health, Home, Urban Development, Higher Education, and other departments also face high vacancy rates. The Mines department has all 31 mining engineer posts vacant. The panel wants independent research on outsourcing's impact. It also pointed out that 36% of 727 recommendations from the first reforms commission of 2001 remain unimplemented. Many departments have not agreed to 49 key suggestions.
