Union Govt to Review Titanium Dioxide Import Duty to Rescue KMML
December 23, 2025
The Union government has promised to review and possibly raise the import duty on titanium dioxide, offering fresh hope to Kerala Minerals and Metals Ltd (KMML). MPs N.K. Premachandran and K. Radhakrishnan met Union Finance Minister Nirmala Sitharaman and Commerce Minister Piyush Goyal. They discussed the surge of cheap Chinese imports that hurt KMML financially. The Centre agreed to consider bringing back anti-dumping duty and raising import taxes to shield the domestic industry. Earlier, an anti-dumping duty on Chinese titanium dioxide was imposed but later withdrawn after the Calcutta High Court paused it over procedural issues. This left KMML exposed to cheap foreign products. The recent meeting reminded the Finance Minister of this legal background. She assured that reinstating anti-dumping duty and increasing import taxes will be looked at again to help domestic makers. KMML is India’s only factory producing high-quality rutile-grade titanium dioxide using advanced Chloride Route technology. To grow this specialty, Kerala and Tamil Nadu industries ministers recently discussed teaming up to extract mineral sand from Tamil Nadu’s coast. This plan aims to link Tamil Nadu’s raw minerals with KMML’s technology. There is also a proposal to source ilmenite from Tamil Nadu to keep KMML’s supply steady. These efforts seek to boost India's titanium dioxide sector and support KMML’s future.
