Trump to Reclassify Cannabis, Expanding Access and Research in Major Drug Policy Shift
December 18, 2025
President Donald Trump plans to sign an executive order to expand access to cannabis by reclassifying it from a Schedule I to a Schedule III narcotic. This is the biggest change in US drug policy in decades. Cannabis will still be illegal federally but will be in the same category as Tylenol with codeine. This reclassification will allow more research into cannabis benefits. The US Drug Enforcement Agency says Schedule III drugs have "moderate to low potential for physical and psychological dependence" and include substances like ketamine and anabolic steroids. The order could be signed as soon as Thursday, but timing may change. It may also include a pilot program to reimburse older Americans for cannabidiol (CBD) used in treatments, including for cancer. Currently, 24 US states have legalized cannabis for recreational use, and many others allow medical cannabis. Cannabis has been a Schedule I narcotic since 1971, meaning it was seen as having no medical use and high abuse risk. Trump recently said he was "considering" the move due to "tremendous amounts of research that can't be done unless you reclassify." The Biden administration also pushed for similar changes but faced delays. Trump has long supported revising marijuana laws. "I believe it is time to end endless arrests and incarcerations of adults for small amounts of marijuana for personal use," he said on Truth Social. However, some Republican lawmakers oppose the move. Twenty-two GOP senators wrote that marijuana legalization could hinder America's economic growth and healthy lifestyles due to concerns about "impaired judgement" and "lack of concentration." Nine Republican representatives told Attorney General Pam Bondi that marijuana lacks "scientifically proven medical value" and warned that rescheduling it would wrongly suggest to children that marijuana is safe. Despite opposition, polls show 64% of Americans support legalizing marijuana, though Republican support has dipped recently.
