Supreme Court Hears Petitions on Election Commission's Special Electoral Roll Revision

The Supreme Court on Tuesday, December 16, 2025, continued hearing petitions against the Election Commission of India's special intensive revision (SIR) of electoral rolls across several states. During the previous hearing on December 11, the court noted that the term “migration” in the SIR order might include people crossing into India. This was key in justifying the Election Commission’s move to verify citizenship. Senior advocate Raju Ramachandran and advocate Prasanna S. represented Tamil Nadu CPI(M) leader P. Shanmugam in the case. Chief Justice Kant emphasized that this special revision is being done after twenty years and is not a regular process. He said, “there were limits to judicial interference in the process” since SIR is not an “annual feature.” The court’s hearing continues as it weighs the legality of the Election Commission’s decision.
