4,300 MW Solar Power in Rajasthan Faces Full Daytime Curtailment Over Transmission Issues

Nearly 4,300 MW of solar power in Rajasthan is fully curtailed during daytime hours. This happens because there is not enough transmission capacity to carry the power from these plants. Around 26 solar projects by firms like Adani, ReNew, Serentica, Juniper, Zelestra, ACME, and Amp Energy are affected. These projects operate under Temporary General Network Access (T-GNA) since their transmission systems are still not ready. Rajasthan has 23 GW of renewable energy capacity but only about 18.9 GW transmission capacity. All transmission is already allocated to long-term users, leaving no space for these 4 GW projects under T-GNA. Even after the 765 kV Khetri-Narela line was added, only 600 MW extra transmission became available. Meanwhile, 4,300 MW more started under long-term access, using up free margins. On December 11, the Northern Regional Load Despatch Centre (NRLDC) withdrew No Objection Certificates for these 26 projects. They were asked not to generate power beyond their permits. Industry experts warn this curtailment may threaten project survival and debt payments. They ask the government for short-term relief. Suggestions include Special Protection Scheme to better use transmission channels and dynamically reallocating unused capacity from long-term to temporary users during low usage times. Using Dynamic Line Rating (DLR) can help squeeze out more real-time capacity and avoid wasting clean energy assets. One industry official said, “Most of the 4.3 GW capacity is well within its notified connectivity start date. However, due to delay in commissioning of their ATS, they are forced to deliver power under T-GNA.” Another noted, “After Khetri-Narela line addition, only 600 MW was added. But 4,375 MW of capacity was activated under long-term GNA, exhausting surplus capacity.” The message is clear: transmission must catch up fast to match solar growth or risk solar power turning stranded in Rajasthan.
