Karnataka Cabinet Approves SC Sub-classification Bill and ₹450 Crore Outer Ring Road Upgrade

On Thursday, the Karnataka Cabinet approved The Karnataka Scheduled Castes (Sub-classification) Bill 2025. This bill aims to divide the 17% reservation for Scheduled Castes into sub-categories. The split allocates 6% each to Dalit Left and Dalit Right communities. A 5% quota is proposed for groups like Lambani, Korama, Koracha, Bhovi, and about 50 nomadic Alemari communities. The bill is set to be tabled in the current Winter Session of the legislature. The Cabinet also passed an amendment to the Karnataka State Commission for Scheduled Castes and Scheduled Tribes Act. This will add two new members—one from the ST community and one woman—to the commission. Additionally, the Cabinet approved giving e-khata (digital property record) to unapproved rural properties up to 1,200 sq ft. A senior Minister highlighted concerns over lower-than-expected maize procurement by distilleries and the Karnataka Milk Federation. In infrastructure news, the Cabinet gave the green light to a ₹450 crore makeover project for the 17.01 km stretch of Bengaluru’s Outer Ring Road between Silk Board junction and K.R. Puram. The Special Purpose Vehicle B-SMILE will execute the global standards upgrade. Lastly, the Cabinet approved the Karnataka State Road Safety Authority (Amendment) Bill, 2025. This bill introduces an additional cess on vehicle registration, with funds aimed at road safety awareness programs.
